Latest regulatory and market changes

  1. 2020The new Anti-Concealment Law was issued by Royal Decree, and grocery stores are among the sectors most covered by its oversight.[1]
  2. 2022The grace period for correcting concealment arrangements ended, and data-driven monitoring began.[2]
  3. 2025Requirements for corner shops and grocery stores were issued: a minimum area (24 m² for a corner shop and 100 m² for a grocery store), and a ban on corner shops selling tobacco, vegetables and fruit.[3]

Why now

  • Fresh produce has moved from small corner shops to grocery stores, which favours the mid-sized format.[4]
  • Food is among the largest point-of-sale spending categories in Saudi Central Bank (SAMA) data.[5]

100 m²Minimum area for a grocery store under the new requirements; smaller shops may not sell tobacco or fresh produce.[3]
